Abstract

Privileges and immunities of the international civil servant comprise a vital factor in the attraction of eminently qualified personnel to the rank of organizations’ career structures in two ways: first, there is a measure of compensation in the form of tax exemptions; and second, by assuring the international functionary that he and his family may feel secure against harm emanating from sources external to the employing organization. Further, the familiar surroundings that he is permitted to carry with him and to replenish as a. result of his exemptions from customs and other levies, help create a favorable attitude which benefits the organization and its members.
