Abstract
Initially the financial assistance offered by the State to industrial concerns which agreed to set up or to expand their establishments in the country, together with the obstacles placed in the way of expansion in the Paris region, were more or less the only concrete measures designed to remedy the lack of economic balance between the different regions of France.
