Abstract
An attempt to evaluate information impacts calls forth value judgments. Hence, in this paper the reader will find some value judgments congenial to his own, some perhaps not. The point at issue is not the value judgments, however. The points are that there are serious impacts of information flow in our society, that typical effects are easily identifiable, and that an attempt to measure their importance is worthwhile.
