Abstract
This function involves gathering information to address the evaluation questions. Information sources can include people, documents, performance data, and observations of events. There are a number of methods to gather information including traditional measurement approaches such as tests, ratings, and frequencies, as well as investigative procedures like natural observation, ethnographic description, interviews, case studies, and literature review.
