Abstract

Shortly after the Charter of the United Nations came into force, the World Organization began to tackle the problems posed by the vagueness of the Declaration Regarding NSGTs. The most important issue was the question of a machinery for Chapter XI. It involved providing adequate replies to questions such as those raised by the Delegate of Australia prior to the General Assembly’s adoption of its first resolution on NSGTs in 1946. He asked:

What is to happen to the information? How is it to be made available to Members? What advice will the General Assembly need to provide for receiving it, circulating it, classifying it, or what you will?1
