Abstract
Presented in the previous chapter was a description of what may be termed the machinery of the organization we call the government of the United States. It was shown to be made up of parts and subparts, each of which has a function in itself but nevertheless contributes to a singular general purpose which is to formulate and establish what the people want as public policy. In order to have adherence to the public policy, laws are enacted, interpreted and enforced within the instrumentality of the government.
