Abstract
The purpose of this legislation was to prevent the importation of unfit milk into the United States. Enforcement was first assigned to the Secretary of Agriculture, then transferred to the Federal Security Administrator in 1940, and finally transferred to the Secretary of Health, Education, and Welfare in 1953.
