Abstract
The spectrum of analyses and views presented by the various contributors is so wide and beset with controversy that to identify a set of lessons or conclusions that have received general support is a major challenge. Perhaps, too little time has gone by to have a relatively unquestionable base for building a consensus view on how to improve the transition strategy. In the face of difficulties and caveats, an attempt is made here to extract from the different contributions a few policy-oriented conclusions that could be endorsed by a majority of contributors and are relevant when looking at policy making for the coming years.
