Abstract
Generally water resources, in rivers, lakes or ground, are owned and/or controlled by government. This may be for an environmental, conservation or nation-wide reason. In some countries the dams and abstraction works are built and owned by the water company and in some by a government department, e.g. Department of Water Affairs, Department of Environment, or by a provincial or catchment organization.
