Abstract

The term ‘literacy’ has always been ambiguous, and recent studies have emphasised this ambiguity. The dominant view is that becoming literate is a one-off programme of ‘learning to read and write’ (Lind & Johnston, 1990). Others, however, see literacy as ‘reading and writing in practice’, a continuous and lifelong process (Street, 1984). This review looks on adult literacy as ‘the promotion of reading and writing skills among adults’ (however adults may be defined).
