Abstract
This chapter addresses national environmental policy in the 1980s. Section4.1 is an introduction to the 1980s, which contains the main external events of the period. Section4.2 deals with the policy process from three perspectives: actors, issues, and interactions. Special attention is paid to the role of the Polish Ecological Club and the impact of Chernobyl. Section4.3 presents the major policy documents of the 1980s. Section4.4 focuses on implementation. Section4.5 deals with the Environmental Protection Advocacy Coalition and its belief system and discusses policy-oriented learning. Section4.6 draws conclusions about the main driving forces for policy change and summarizes the chapter.
