Abstract
(1) Economic structural change is frequently connected with high social costs. These costs are incurred through production capacities, qualifications, key technologies and system capabilities becoming redundant in specific regions. At the same time, such capacities and capabilities are set up very often by the same enterprises in other regions in a more up-to-date form, or with a slightly changed orientation.
