Abstract

The new technical and infrastructural opportunities of tele-information and telecommunication, new global transport (combined with low relative prices for the use of natural goods), new forms of production and management of value-added chains and —Last not least —the global trend of withdrawal of the national governments from their responsibilities to balance economy, society and natural environment, have changed the world dramatically since the eighties.
