Abstract
When analyzing the effect of the unified single market of 1992 of the “Europe of the 12”, we must recognize:
-
º 1992 is essentially a public relations target that has had a considerable influence on national as well as EEC-wide policy making. It is a point in time at which the degree of integration can be assessed.
-
º The term “European telecommunications” presumably refers to all of Europe and not just the European Community. While this chapter will mainly focus on the EC, we must also remember not only the role of the EFTA countries, which are equally affected, but also the countries of Eastern Europe, and look at what is happening to them as a result of the accelerated integration of the EEC.
-
º Telecommunications policy is still mainly national policy. The decision making is therefore very much the result of national policies, EC policies, and other international tendencies.
