Abstract
The Administration’s formal technology policy, as stated in the Executive Office’s U.S. Technology Policy, emphasized the government’s role in three key areas, although remaining somewhat vacuous in terms of the specifics for an implementation strategy. The key areas that are emphasized, and rightly so in our estimation, are:

funding of Rɭ performed in the private sector
-
funding of Federal laboratory research activities and the effective transfer of that technology to the private sector; and
-
funding of basic research (especially at universities) and encouragement of industry-university research relationships.
