Abstract

During the past few years, we have seen a growing awareness of the need for industrialized nations to take defmite action on global warming and Japan is not an exception. On October 23,1990, the Japanese government formulated the “Action Program to Arrest Global Warming,” which set the targets of stabilizing greenhouse gas emissions. The main purpose of this paper is to explain some of the features and the background of the Action Program.
