Abstract
This report provides a summary and analysis of recent developments in bioethics in the United States on numerous topics. Its discussion has been organized according to eight broad areas. Section II reports on recent cases implicating several issues: the right to refuse medical treatment, the meaning of medical futility, and the legitimacy of physician-assisted suicide. Section m discusses recent cases involving abortion, including Webster and Rust V. Sullivan, as well as recent public policy decisions to ban the importation of the abortifacient pill RU-486. Section IV analyzes issues posed by the new reproductive technologies, including recent cases involving surrogate motherhood and the disposition of frozen embryos. Section V summarizes recent cases of maternal-fetal conflicts that raise questions about the legitimacy of courtordered medical treatment, the appropriateness of prosecution for fetal abuse, and the status of fetal protection policies in the workplace. Section VI analyzes several ethical and legal issues raised by AIDS, including the propriety of notifying third parties, appropriate policies on HIV testing, and the challenges to health insurance posed by the AIDS epidemic. Section VII discusses topics in genetics, including issues of property rights posed by genetic engineering, and questions of appropriate guidelines in the management of genetic information.Section VIII traces recent proposals for health care financing reform, including the Oregon Basic Health Services Act, the “Health Access America” plan of the American Association, the recommendations of the Pepper Commission, and the proposal offered by Physicians for a National Health Program. Finally, Section IX discusses recent discussion concerning the regulation of professional conduct, especially regarding relations between Physicians and th Parmaceutical industry, and problem of sexual misconduct between physicians and their patients.
