Constraints in technology transfer: a users’ perspective with a focus on IPM, Philippines

Abstract

The Philippines has a strong and dynamic national agricultural research and development system coordinated by the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) under the Department of Science and Technology (DOST). Since it was established in 1972, PCARRD has generated significant technologies and information in agriculture, forestry and natural resources through the National Agriculture and Resources Research & Development Network (NARRDN). The system espouses the cyclic, sequential technology-oriented stages in R&D activities consisting of technology generation, technology adaptation, technology verification and technology dissemination and utilization.

It is within PCARRD’s R&D context that the author classifies the many factors which may become constraints to technology transfer in the farmer-extension worker-researcher linkage. Applying a user-oriented technology transfer model, the author traces factors in the decision-making process of a technology information user.

The paper presents some of the author’s experiences in research communication as coordinator of PCARRD’s multi-agency regional applied communication program in the 13 regions of the country, as well as her project team’s technology transfer experiences in a multi-disciplinary Project on Integrated Nutrient and Pest Management Extension among men and women farmers in rice and vegetable farming systems in Laguna, Philippines.
