Abstract
Environmental problems have become more serious in recent years. It is worth recalling that, according to the definition provided in the first chapter, a problem does not exist until somebody perceives it as such. Thus a problem may emerge from manifest changes in the real world but also from shifts in values, preferences or perceptions. The statement that environmental problems have become more serious may therefore be the result of an increasingly degraded physical condition of the environment, of increased political or public interest in the state of the environment, or a combination of both.
