Abstract
The Los Angeles County Authorities, with the introduction of their now famous ‘Rule 66’, created a turning point in the development of ‘environmentally friendly’ coatings. This legislation was to prove crucial for the development of not only water-borne but also high solids and powder coating technologies. A second factor aiding in the development of water-borne epoxy coating systems occurred during the mid-1970s when the traditional solvents used for epoxy systems began escalating in cost.
