Modelling Externalities: Cost-Effectiveness of Reducing Environmental Impacts

Abstract

The paper indicates current approaches to include environmental externalities into integrated resource planning with respect to societal cost-effectiveness, and highlights some implementation efforts in the USA, and Germany. Additional thought is given to recent developments regarding externality modelling with respect to developing countries, where both methodologies, databases, and models to allow for trading-off economic and ecological costs within the decision-making processes are currently developed.
