Overview
The trials and tribulations that Congress and DOE have experienced with the HLNW repository program are replicated to a lesser extent whenever a developer attempts to build a landfill, incinerator, power plant, transmission line, or hazardous waste treatment plant. These and other facilities are all classified as Locally Unwanted Land Uses (LULUs) by some individual or group that stands to lose something if a facility is built (Popper, 1983). As a result, substantial public opposition normally arises when sites for these facilities are proposed.
