Abstract
On both pragmatic and ethical grounds, it is crucial to gain local tolerance for any proposed facility. This chapter documents that the vast majority of public officials and citizens clearly reject the idea of building a high-level nuclear waste repository anywhere nearby (see also Dunlap, Kraft, and Rosa, 1993). By analyzing public-attitude surveys, we are able to identify the factors that underlie opposition. More specifically, regression analyses indicate the conditions that must be attained before an individual will tolerate a facility such as an HLNW repository. The results of these analyses provide a number of insights regarding what an appropriate siting policy should look like.
