Abstract

In general, it is non-optimal to estimate, on the basis of past experience and as a basis for present action, an a posteriori statistical parameter other than the optimal action itself.

Supported by the Office of Naval Research under task number NR-047-041, by the Electronic Systems Division, Systems Design Laboratory under contract number AF 19(628)-31, and by a grant from the Ford Foundation to Western Management Science Institute.
