Abstract
Simulation of the watershed runoff response to rainfall is an essential element of flood-warning and preparedness programs. The reliability of estimated runoff is an important aspect of successful programs. Methodologies for observing spatially distributed rainfall (radar rainfall) and for obtaining other gridded watershed data are continuously evolving. The increasing availability of spatially distributed data creates opportunity for improving rainfall-runoff modeling. The U.S. Army Corps of Engineers, Hydrologic Engineering Center (IIEC) has developed a watershed modeling program, HEC-HMS, that has the capability to use spatially distributed rainfall and runoff parameters for runoff simulation. This capability and the associated applicability to flash floods are described.
