Abstract
The first time delinquent gangs appeared in Russia was during the Civil War (1918-1921). These gangs were formed by homeless children left without parental care. This kind of gang gradually disappeared with the liquidation of child homelessness in the mid-1920s. In general, the crime rate in the former Soviet Union had been decreasing with some fluctuations since the 1920s up to the mid 1960s.
