Abstract
The article critically reviews the progress made in the implementation ofthe G8 Action Programme on Forests from 1998 to 2000. It starts with an account of the main implementation highlights under the five priority areas, contrasting themwith the commitments made. Preliminary conclusions are given in regard to programmeplanning, implementation, management and financing.The article concludeswith a sceptical outlook for the programme’s future. It is suggested that an importantopportunity to implement the IFF recommendations in selected priority areas hasbeen missed. It is proposed that this is due to a number of factors such as inadequateplanning; uncoordinated implementation; insufficient funds; multiple, sometimes conflictinginterests; inadequate involvement of stakeholders and limited support for politicalchange processes.
