Abstract

Educational evaluation in “third world” or developing nations is by no means a new phenomenon. It can, however, be quite different than that found in the “west” and thus warrants a separate view. The portrait and discussion that follow are general strokes. The aim is not to provide a definitive statement of what program evaluation looks like in third world countries, but rather to open a door onto some of the realities that are different than those in the west by providing samplings of what it looks like, how it’s different, and then some thoughts about its future.
