Abstract
In this chapter we propose to clarify the links between ideologies and values, on the one hand, and national planning, on the other. Our assumption is that national planning — the preparation and implementation of plans by central government — constitutes an activity that is prescribed by, coexists with, or is in conflict with society’s basic values and the ideologies held (or professed) by members of the governmental institutions concerned.
