Abstract
Decision-makers have always had advisers, but only recently have environmental scientists been advising those in power. The stature of the environmental scientist has increased due to a growing imperative to integrate environmental concerns into public decision-making. Today few question the need to include environmental concerns at all stages of development, beginning with the initial planning of the project, although some may not go as far as Holling (1) in insisting that they should be integrated as equal partners with economic and social consideration so that design can benefit from, and even enhance, natural forces.
