Abstract
In discussing the role of government in a country where there is government funding of health care in an open- ended system with few controls on demand, utilization or price, possibly the greatest value in hearing about the Canadian scene is the relation and interplay between the provinces and the federal government in these matters. In this sense there may be some similarities with the relationship of individual countries in Western Europe to each other and to the European Community in respect to manpower problems.
