Abstract
Traditional forms of economic development followed up to now in Greece were based on administrative procedures where:
-
every decision was taken in centrally;
-
all information and knowhow relevant to the decision was making importend from outside;
-
responsibility for the realization of the decisions taken was held by a directorate at the top of the administrative hierarchy, the members of which had reached such a position as a result of their conservatism.
