Abstract
The import burden being borne by the ACP countries, who are by and large petroleum importers, is such that development has been severely limited in the past decade. If World Bank predictions of a return to 6% growth levels in the period 1985–1990 is to be proven accurate, an impact must be made on the imported energy dependence of the ACPs.
