Abstract
The Baltic Sea (Viopio I981) is a semi-enclosed area which has been subject to considerable human use and influence. There are several examples of waste inputs which have had harmful effects, and which have been restricted or banned on both a national and an international basis. There are other examples of inputs where some restrictions have been made, which, however, have not had the expected or desired effect, and where other options therefore must be sought. There are many other examples where the chosen option has implied replacement of a harmful substance with another substance, which in some cases has also turned out to be harmful. Finally, there are examples where the option of reducing the total inputs is simply not feasible, and where alternative options must be found. One such option could be ecosystem manipulation, e.g. by mariculture.
