Abstract
I have taken the liberty to substitute the word ‘Bank’ for the word ‘Fund’ in the title assigned to my remarks. The first reason for this is to differentiate what is expected from this future European institution from the experience of the International Monetary Fund. The second is that, as noted by Keynes at the inaugural Savannah Conference, the IMF itself should have been labelled, more properly, a bank rather than a fund.
