Abstract

This chapter and Chapter 4 describe the use of multiobjective analysis in the NAR study. The first section of this chapter briefly describes the theory of multiobjective planning, and the following sections deal with: applications of this theory in NAR planning; the approach to plan formulation; the development of alternative multiobjective plans; and interest rates and other criteria. A final section provides perspectives on the methods. Because of its innovative quality, its extensiveness, and its importance in the study, the visual and cultural analysis used as part of the study’s multiobjective approach is separately the subject of Chapter 4.
