Abstract

The North Atlantic Regional Water Resources Study (NAR) was completed in 1972 by the United States Army Corps of Engineers, North Atlantic Division, for the North Atlantic Regional Study Coordinating Committee, a Federal-State body chartered by the United States Water Resources Council. The study is important for its contributions to multiobjective planning, including the environmental objective; for the use of mathematical modeling methods; and for the use of institutional and organizational measures for planning. As these three elements define in substantial measure today’s best-practice water resources planning, their use in the NAR accounts for both the study’s contemporary relevance and its historical importance. The purpose of this book is to present the methods of the study and perspectives on them in order to illustrate the lessons of the study for professional planners and students of water resources planning and regional planning more generally.
