Abstract
I am delighted to see such a big audience here. I am going to give you a health warning in English to start with. This is directed to my English and English-speaking friends. When you hear me give the first part of my talk in French, don’t go out. You might even understand some of it. As we all know in England, foreign languages are very easy to understand when they’re spoken very slowly and haltingly by a member of your own race. It’s only when foreigners speak them that they’re really difficult to understand. So stay with me, and I shall in fact be moving into English when I come to the more detailed discussion of the Commissions.
