Abstract
Professor Waters states that it is desirable that the money supply not fluctuate violently and that it increase at a reasonable pace over time. Surely those are defensible propositions. He also demonstrates, surely correctly, that there have been substantial fluctuations in the money supplies of many underdeveloped countries.
