Decision Making for Chemical Accidents at Sea

Abstract

When a ship carrying hazardous chemicals runs aground, is holed. or sinks, the time available for decision making may be minutes, hours, or months. Quickly, a large number os questions must be answered. Will the accident lead to a release? How quickly? What will the consequences be? Can the release be stopped? Can the toxic substances be recovered? Can the operation be carried out safely? Will the recovery be reliable? Will it be complete? One thing is certain. For effective and safe spill recovery, it is necessary to be prepared.
