The French Water Industry in a Changing European Context

The French water management system is unique among industrialized countries because of the dominant role played by three large private groups which serve about 70% of the population between them. They have also diversified into a wide array of other urban services ranging from transportation to cable TV. They have integrated engineering, equipment manufacturing and construction and have grown abroad. For leading scholars, this development became possible for two main reasons: a highly flexible set of contractual agreements with the numerous local government units responsible for water in France; and a social and cultural context enabling water to be early considered as a commercial good. Changes occurring today in water management in Europe offer new opportunities to French water management firms. In the middle term, with the completion of the EC internal market, they will face much stronger competition, especially in the field of technology.
