The current state of international donor policy is reflective of changes that have taken place over the past two decades to consider greater participation by developing countries. Current priorities in donor policies continue to mirror Western priorities, including basic education, quality programming, and program accountability. In addition, tertiary education and adult vocational skills have entered the priorities of multi lateral and bi lateral donors, arguably, in response to demands from donor recipient countries. In addition, a new model of development is emerging from China and other countries that have moved from donor recipient to granting countries. This chapter outlines the current priorities of Western donors and the role of new donors in influencing development in education.
