Abstract
The Federal Immigrant Integration Strategy was launched in the context of the new five-year Immigration Plan for 1991–1995 presented to Parliament in the fall of 1990. The government expected that immigration levels would be the focus of the cross-Canada consultations that were undertaken. However, the question of integration of newcomers to Canada quickly took centre-stage.
