Transnational Higher Education in the Asia-Pacific Region: From Distance Education to the Branch Campus

This chapter examines the scale and spread of transnational higher education (TNE), also known as “program and institutional mobility”: educational programs delivered by an institution based in one country to students located in another. Various modes are outlined, including cross-border distance education, partner-supported programs, branch campuses, and for-profit foreign direct investment. We explore the conditions that facilitated the growth of TNE in the Asia-Pacific region, and analyze the responses of governments to this aspect of the globalization of higher education. We posit a four-phase model of the historical development of transnational provision of higher education, and the continuing trend towards greater regulation and quality assurance.
