This chapter provides an introduction and background to the original version of the fourth paragraph of Article 227 TEC 1957, dealing with European Member State territories for whose external relations a Member State is responsible. The aims and scope of Article 227(4) are also examined. The chapter ends with some general conclusions to Part I and in particular some key points regarding the background to Article 227 TEC and how this impacted the present day EU Treaties framework governing relations between the EU and Member State territories.
