Abstract
This chapter addresses five aspects of the strategic planning of higher education in Vietnam: the vision of how the system will be positioned in the future; the goals or objectives for attaining the vision; the processes and tactics for achieving the goals or objectives; the plan for resourcing the strategy; and the mechanisms for evaluating progress. Comparisons are made with strategic planning for higher education in Thailand and Singapore. The analysis concludes that Vietnam is simply trying to do too much, too quickly, with its higher education system, and it is trying to achieve very ambitious goals without the benefit of a robust strategic planning process to guide its decisions and activities and without sufficient funds to support key objectives.
