Il 30 ottobre 1935, presso il Wright Air Field a Dayton, Ohio, l’US Army Air Corps organizzò una competizione tra produttori di velivoli per la fornitura di un bombardiere a lungo raggio di nuova generazione. Già nelle valutazioni iniziali, la Boeing Corporation, con il nuovo Model 299 in lega d’alluminio, surclassava i disegni della concorrenza.
