Secondo la definizione OMS del 1980 [1] la disabilità consiste nell’incapacità di svolgere attività nella misura o nella modalità nomali per un essere umano. Il nuovo modello OMS del 2001 [2] assegna al termine disabilità un significato più generale (“umbrella term”) ma conferma il ruolo delle “attività” come elementi costitutivi del “funzionamento” della persona. Disabilità e attività, dunque, riguardano la persona nel suo complesso e non si riferiscono esclusivamente ad aclune sue parti: l’insufficienza cardiaca è (secondo il modello OMS-1980) una menomazione (malfunzionamento di una parte del corpo). La difficoltà nel salire le scale, invece, è un deficit in un’attività (soltanto una persona intera sale le scale). Deficit in una o più attività concorrono a determinare un malfunzionamento della persona, definibile disabilit à.
