Abstract

Presently as development of information technology, combat systems are transformed from traditional PCW(Platform Centric Warfare) to NCW(Network Centric Warfare). In this regard several analysis framework and methods of Command and Control Measures Of Effectiveness (C2MOE) have been discussed and advanced. The analytical and conceptual frameworks are presented but how to analyze and be applied to MOE are not present clearly. The objective of this paper is to show new analysis framework of C2MOE, experiment procedure to apply items of MOE to simulator, how to decide items of MOE. An analysis method and a analysis framework presented in this paper are used and applied to C4ISR or other systems also.
