Die Geburtsstunde der Industrial Ecology lässt sich wohl am Aufsatz „Strategies for Manufacturing“ von Frosch und Gallopoulos (1989) im Scientific American festmachen, selbst wenn die intellektuellen Wurzeln des noch jungen Forschungs- und Handlungsfeldes, die diversen Vorläuferkonzepte und frühen Anfänge historisch sehr viel weiter und systematisch in verschiedene Wissenschaftsdisziplinen zurückreichen. Zumindest hat der Aufsatz eine katalytische Wirkung entfaltet und zu Aktivitäten inspiriert, die für die weitere Entwicklung des Forschungs- und Handlungsfeldes bedeutsam waren. Frosch und Gallopoulos (1989, 152) schlugen in ihrem Aufsatz vor, Industriesysteme in Analogie zu Ökosystemen in der Natur zu betrachten, die augenscheinlich nach Prinzipien einer Kreislaufwirtschaft funktionieren. Das Gestaltungsziel, so ihr Vorschlag, besteht dann in einem „industrial ecosystem“, in dem der Einsatz von Energien und Materialien verbessert sowie Abfälle und Emissionen reduziert sind, „and there is an economically viable role for every product of a manufacturing process“.
